Executive Director, Housing & Property
Kristie Looney
Kristie is a highly experienced executive with a strong track record in delivering housing solutions across the private, government, and not-for-profit sectors. She has extensive expertise in real estate, housing policy, urban planning, governance, and business strategy. She holds a Bachelor of Social Science (Policy & Research), a Master of Urban Planning, and is a Licensed Estate Agent. As co-founder of a pioneering social enterprise real estate business and the driving force behind Uniting’s expansion of housing outcomes in Victoria, she combines commercial acumen with a commitment to deliver positive social impact within communities. Kristie is highly skilled at navigating complex regulatory environments, securing investment, managing risk, and building cross-sector partnerships to deliver innovative and sustainable housing outcomes. She is deeply committed to redressing inequality in the housing sector and developing practical, long-term solutions to help end homelessness.
Senior Manager, Asset Planning and Projects
Caroline Larcher
Caroline leads our capital projects team, supporting Uniting to deliver community services through provision of quality, fit–for–purpose buildings. She is knowledgeable in the design, construction, development, and project management of housing and commercial buildings. Caroline has a strong understanding of regulation, funding and approvals processes, as well as property industry contracts.

Jason Brettell
Jason has extensive experience as a property development leader across the private and public sectors, delivering projects and creating places that have real, lasting impacts, and communities where people can thrive. With a Masters in Planning and Environment, Jason has worked across all aspects of property development and construction from acquisitions and stakeholder engagement, procurement, design, project management, financial forecasting, problem-solving, leadership and project delivery. Jason believes that housing isn’t just about buildings but about delivering security, opportunity and dignity.

Sylvia Dwerryhouse
Sylvia is an accomplished property and operations executive with over 20 years of experience spanning government, corporate, and housing sectors in Australia and internationally. She brings deep expertise in property strategy, asset and portfolio management, large-scale program delivery, and operational transformation. Sylvia’s career includes senior leadership roles with Australia Post, JLL, and Cushman & Wakefield, where she partnered with major organisations such as BHP, Westpac, Treasury Wine Estates, and Victorian Government departments. She is widely recognised for her commercial acumen, calm and decisive leadership in high-risk environments, and ability to bring clarity and momentum to complex challenges.
Communications and Stakeholder Strategist
Emma Duncan
Emma has a passion for community housing and has worked in the sector for more than 20 years. She has led communications and stakeholder relations for one of Australia’s largest not-for-profit housing providers and worked at grass roots philanthropic organisations focussing on specific cohorts. With a background in journalism and television production, specialising in architecture and sustainable communities, Emma offers a unique combination of media skills and understanding of the housing and development sector, as well as the commercial drivers and Government requirements to successfully deliver and integrate social and affordable housing at scale. Through stakeholder relationships and industry intelligence Emma is committed to advancing Uniting Housing’s aspiration to be the social impact partner of choice.
Senior Asset Manager
Lexi Egan
Lexi is an experienced facilities and operations professional with a strong track record in managing complex property portfolios across commercial & specialised environments. She has expertise in operational planning, stakeholder engagement, contract management, and compliance, with a focus on delivering reliable, safe, and efficient outcomes. She holds a Graduate Certificate in Business Administration and a Diploma of Property Services (Asset & Facilities Management). With experience leading national mobilisation projects and high-pressure operations, Lexi combines practical operational expertise with a collaborative approach to support people, teams, and organisational goals. She is committed to creating well-managed spaces that enable communities and organisations to thrive.
Community Engagement and Development Manager
Elliott Stock
Elliott leads the Community Engagement Team at Uniting and oversees the implementation of Uniting’s community engagement, consumer voice, and placemaking strategic objectives. He holds a Master’s degree in Social Work and has worked in community services for more than 15 years, including over eight years as a Community Development professional. Elliott has extensive experience working alongside consumers across a range of contexts, including community housing, homelessness, refugee settlement, and employment. He is passionate about working in partnership with consumers to build strong, connected communities and to influence decisions that affect their lives.
